He says Ukraine needs more help from the west to win the war.

Putin's constant bombing of civilians and infrastructure is to
make it difficult for Ukraine to function militarily, railroads, factories, etc.

And to force Ukrainians to flee as refugees to Europe which will
pressure Europe to stop supporting Ukraine.

Gen Hodges says that this strategy is not working.
