In light of Tyre Nichols’s death, President Biden and members of Congress have renewed calls for the passage of legislation to address police reform – an uphill battle with the current Congress. “Toxic police culture is so resilient and stubborn that absent significant legislation, the heinous acts that we’re seeing…will continue,” warns Marq Claxton, a former NYPD detective and the Director of the Black Law Enforcement Alliance. He says the culture is so “ingrained” and “institutionalized” that even a “highly-respected law enforcement professional” like Memphis PD’s Police Chief Cerelyn Davis is tainted by it. “There are certain limitations to even her position because of the tenacity and stubbornness of toxic police culture.” - Aired on 01/29/2023.

They need sweeping national RICO investigations of police unions, just like they did with the Teamsters. That would be a good start.

As I have stipulated earlier, the below substitution works approximately 95% of the time in American news.

Every time you read or hear the words Police, Deputies, or Sheriffs, replace it with "The Slave Patrol," which US law-enforcement is a direct descendant of.

By international contrast, the unarmed Metropolitan Police Dept. in London is a direct descendant of the "Watch."

And finally please compare with the Deutsche Polizei, in an albeit dated, but still germane article:

And I know from reading a lot in my pre-intenet days (mainly mysteries) that British cops don't even carry guns, if they really think it's necessary, they have to requisition them - at least it was when I was reading so much back then.

And the weird thing is, if you watch older TV shows, '80s and earlier, if it's a cop show they're much more likely to fire their guns than the police shows we see today. I watched "Hunter" recently which I used to watch with my Dad and I was kinda shocked at how often he opened fire. On TV these days we don't see that, guess it doesn't reflect real life.

When discussing changing police culture in the US, note there are 18 countries whose police officers do not carry firearms:
