3. When I was a feckess teenager, I had access to some highly classified stuff

that had been sent out in error and I was the one tasked with finding and destroying it. Some of it made interesting reading, but at no time was I ever tempted to share it with anybody. I was in that job because in the 60s, women were too stupid to understand any of it.

So yes, young and inexperienced people do have access from time to time, especially since the young and inexperienced people don't have any baggage to interfere with any kind of clearance.

It sounds like the IQ bar might have been lowered for this dumb kid.
