1. I hope Biden does something to stop those hundreds of millions of scam calls to steal money.

There is no incentive to stop the thefts. Anti-scammers have had people arrested and firms shut down only to find the people are set free and allowed to reopen their scam firms. I guess it's because they bring in hundreds of millions in wealth transfers into the Indian economy.

I get anywhere between 20-60 scam calls daily on each of my phones, cell & landline.

Just to name a few, off the top of my head. . .

Medicare
Customs and Border Patrol.
Auto Warranty
Diabetes
Home Loans
Solar panels
Debt Consolidation
Walmart iPhone purchase
Amazon MacBook purchase
Camp Lejune Water Contamination
Auto Accidents in the past 2 years
Social Security Number Compromised
This is a call from your electric company and can reduce your bill by 30%
This is Bank of America, Chase, Merrill Lynch, TD bank calling
This is Visa & Mastercard -or- Discover Card calling
etc.

2. Excellent point.

I have a long list of calls on my cell phone which were rejected as Spam.

3. The scam calls I get spoof local numbers, including work, banks and police department ones.

I have to answer the calls as people I work with are all over the place and can call on various area codes and exchanges.

They spoof the exchanges of various offices, and I can't block individual numbers because they will use a dozen area codes and scores of exchanges, but randomly select the full 9999 numbers in that exchange. So there aren't spam blockers that can store that many numbers.

You're absolutely right, this has got to stop.
