There are quite a few DUers who make their own video
commentary, and post here on DU (usually cross-posted
from YouTube).
If something's legal on YouTube it's probably legal
here, too.
The title of the video (also the subject line of the OP)
may be misleading, I didn't watch the video itself.
The person who made the video is responsible for that.
I don't know if it's same person who posted it
here, but I don't think it was intentionally dastardly.
The main thing I know is: even if somebody's doing
something 'wrong' here, it's good policy to treat them
with respect, give people the benefit of the doubt.
There are also many subtleties here -- it is taking me
years to get to know what works and doesn't work, and
what to expect, and what not to get bothered about.
DU's an exceptional forum in my opinion, with many
great writers and wonderful people, thoughtful &
sharp and funny, but there are also crackpots and
people who don't have a clue about human relations.
