Upper echelons are concerned w. #s and quotas and the people doing the work are worried about retaliation if they don't fall in line.
It's mostly a bureaucratic thing that goes back decades but Bloomberg has added his own ugly twist to it.

I've been stopped for driving while Black, but just walking down the street or standing near you house!?!
