What a STUPID saying! It's not up to people to determine the outcome of an endeavor with certainty. If you put a lot of effort into whatever you're trying to do, failure is less likely. If you put little or no effort in, failure is more likely. Simple.

I hate when film charcters say that. It's supposed to sound steely, tough, and determined. It just ends up sounding like they don't care if there's a bad outcome, as long as they don't get blamed for it.
