count winter as arriving on Dec. 1 even though in astronomical terms, it doesn't?

I'm not 100% sure about the official dates for the seasons. When I saw the Cyrllic writing on twiiter, I googled "Russian seasons" and found this:

The infamous Russian winter officially starts on 1 December and ends on the last day of February, although it is not uncommon in European Russia for snow to appear in October and last until April. By late December most of the country is covered by snow.

No idea how reliable that site is, though.
