Sometimes you shouldn't abbreviate:

This is from the Columbia, SC portion of MSNBC.com:

Council full of excuses in killing strong mayor ...

I hope so!
Actually, it is referring to their defeat of a proposal to have a referendum on changing from a City Manager form of municipal government to a Strong Mayor form, where the mayor acts as the day-to-day executive head of the city.

They shortened the title so that it read "Council full of excuses in killing strong mayor......"
I would hope they would have excuses if they killed the mayor.
