Well...maybe but no, if those were his eyes he'd be blind and we'd have better reasons to be taking away his license than DUI.

Those are a special contact-lens used for special effects for film, typically they're used to give someone a ghostly appearance or that of being blind with severe cataracts. They're entirely-opaque except a pupil-hole in the middle. They severely-impair peripheral vision so he's a dumb shit to wear them while driving.
