We have a lot of coyotes in the area, as we are right next to a Reservation.

We hear them partying up at night a lot!

Sadly, they prey on a lot of outdoor cats and small dogs, so small pets really need to be kept indoors.

It drives my dog (he's a big guy) crazy, because he wants to go out and join them!

So, it gets him all hyper, which can also be annoying!

This is sort of unusual. Dogs are often fairly social (although generally they know the difference between another dog and an "enemy" species). Wild canines most often are NOT, at least outside their species or pack. Most outside encounters are not destined to end well, for somebody. But the animal kingdom is full of exceptions to the rule (just like us humans!), and there are plenty of factors that can influence an outcome. The young of most species are more amenable to play, and bonding, for instance. And then the mating instinct throws a lot of "rules" out the window. (coyote-dog crosses, or coydogs, are not at all uncommon).

But, as the original post stated, coyotes are more noted for killing domestic animals than befriending them. (and so do foxes, hawks and owls for that matter) If you live in an area that has them (and who doesn't these days?) .. enjoy them for what they are. The natural world around us needs more apex predators to be healthy, and the coyote fills this role admirably. But be cautious in dealing with them. DON'T invite interactions. And keep "kitty" or "poopsie" indoors, unless you're with them!
