Why is the Autumnal Equinox So Late in the Month?

The other equinox and both solstices are on the 20th or 21st of the months they occur in. Why is the fall equink, which just occurred this very minute, always on Sept. 22nd or 23rd?

1. remember when caesar stole a day from february to add to his own month, july?

and that left august with only 30 days so augustus had to steal another day from February?

3. Then why is the Vernal Equinox in March not affected?

That's the first of the seasonal changes after February. I've also considered July and August both being 31 days long, but wouldn't those extra days take up what September would have had? If anything, autumn should begin earlier than it actually does!
