Perhaps the people who abandoned puppies like this cannot afford to have their dog spayed? That's why I donate to the ASPCA who funds low cost stay and neuter clinics.

However, it would seem that any caring person would keep these puppies with their mom until they have been weaned, then take them to a shelter to be adopted. At least they didn't kill the puppies!!
