I don't live in elk country but that doesn't seem "massive."

this says 200 to 400 are a large herd - https://www.livescience.com/54313-elk-facts.html

Check out the area around Jackson Hole, Wyoming in the winter if you want to see a Massive herd.

They winter in the valley by the thousands. Many thousands.
