I knew that one because there was significant British and Western European resistance for the 1st World Cup in Uruguay (1930). They did not like FIFA. France had to go because of Rimet. The USA was there.

But I had no idea that Western Europe didn't like FIFA... in fact, I would have guessed that their members have dominated the leadership of FIFA.

and of course they have dominated FIFA. The Brits left in 1928 and did not rejoin until after WWII.
Many European countries stayed out of the 1930 WC because of an economic depression in Europe.
