As a Star Trek fan from the 1960s I remember a story about her in the original pilot. The makeup guys were not sure how the green makeup would look on TV so they would apply her make up, do some test shots, and send it off to the lab. But every time they got the film back, her skin tone was not green at all. It turned out that the film developers were trying to adjust for a normal skin tone since they didn't realize she was SUPPOSED to be green! I think that is one reason she is so vividly green in the final production of the episode - they'd gotten so green with her makeup there was no going back.
On the other hand, Mr. Spock was also supposed to be green, but he doesn't seem very green at all.
