Dispensing it ("nostalgic advice"_ to consume this - there's got to be advertising, doncha know) is a way of fishing the past from the disposal, wiping it off, painting over the ugly parts and recycling it for more than it’s worth

First off: You've got to be old enough to recall this candy. I suspect, therefore, the last bit above to be more the truth of the Necco Wafer resurrection. What I remember was the chalky (Yuck) chocolate flavor melting/crunching in one's mouth.

IMHO, in the more truthful metaphorical words of American poet Robert Frost: "Nothing gold can stay."

So...pessimistic that the revival will last long - maybe it was brought back to be in the GOP delegate swag bag?
