3. CDC staff didn't manipulate... They were ORDERED to change it. BIG DIFFERENCE!

The manipulation is coming from the WH through a'hole Sonny Perdue (AG Secretary, USDA) demands on CDC Director Redfield. The field staff did their job professionally and as is custom. They were ordered to water down the report from Redfield's office directly.
