Falcon carrying a shield always seemed a bit odd in the comic. It doesn't seem like an effective weapon while you are flying. It would block deployment of the Falcon drone for example. If it is not edge on, it is going to have great aerodynamic resistance when being held like when you want to throw it.

On the other hand the war criminal Bucky shouldn't be the new Captain America either. I am not sure he can ever rehabilitate his image. Between what he has done and what he was accused of doing in Civil War.
