5. No, she's not. Every rehabber I've known of who is rehabbing a single beaver does this. They

are very social animals and will wither away and die without social interaction when they're young. As they get older, they become much less dependent on people and reject them as they prepare for life in the wild. There's a beaver rehab place about 20 miles from my home and that's how they do it.
