Looking for an old news story: FOUND!

From what I can remember, a local (maybe federal?) land management group was trying to remove beavers from a pond and one of the nearby property owners acted as a lawyer on behalf of the beavers. His arguments were sound and also entertaining. He ended up winning and the beavers got to stay in the pond.
Sorry that’s so vague. I’ve googled a ton of search phrases and keep coming up empty. The story is basically a reprinting of all the communications between the man and the land management people.
