She is also reinforcing the dog's hopes and confusion by naming specific foods. Dogs learn words, especially when associated with food. So the dog hears her say a food, which sounds to him like an offer or suggestion. Then he hears her say "no."
I could not watch all of it because I felt for the dog's confusion.
