Those otters don't have a pleasant history with either.

Humans nearly exterminated them all. The few otters who survived were those who avoided humans.

That poor otter was suffering dueling instinctual fears.

She was probably thinking, "Well, no human has ever directly threatened me!" and that saved her life.
