Or is it more likely that the mom met a tragic fate of her own? (Also, how large are otter litters?)
From social stresses, if an aggressive male tries to mate with the mother or if the mother cannot provide for herself and the pup, she may abandon it to save herself.
PBS did a wonderful documentary on Otter 501 from the Monterey Bay Aquarium, a DVD well worth owning.

They are absolutely the cutest!!! I have always loved otters...simply adorable!!
Did no one teach them to chew with their mouths closed??!! Ha ha ha!! 😂
