2. Looks more like a circuit breaker tester to me.

If nothing catches on fire, including the user of this device, then the circuit breaker is probably okay.

3. Actually that would indicate the breaker is bad. It should trip it.

just showed that to my oldest - this morning he was trimming some mesquite trees off the lines at the corral and somehow touched something with his hand saw. there were some sparks and it tripped a breaker, fortunately. that and he was up in the tree and he wasn't touching the metal screws in the saw.
