Looks like a helicopter. 
The Electric Egg - 1938 prototype of an electric 'cyclecar' by Parisian industrial designer Paul Arzens. The bubble was made of plexiglass. Inside was only a seat, a steering wheel and a single pedal. It could drive up to 96 km (60 miles) on a single charge.
