Can someone help with a bit of Japanese translation

This set was produced by LEGO competitor Mega Bloks in the early 2000s, with this and other licensed Kamen Rider sets released only in the Asia market. I've been trying to compile info on these sets, but it's hard to come by online, and when I do find something I almost certainly can't read it. Here's the set:

Can one of my generous and better educated DUers help me out with a little translation? If it's on here, I'm hoping to learn the name of the set and any other relevant detail revealed by the graphics on the packaging.

Thanks in advance to any who care to assist, but I'll warn you that I may pick your brain again!

Yeah, sorry about the resolution. This set in particular is a bit of a unicorn, and this image is sadly about the best resolution I've seen.

Your translation is definitely in line with the naming conventions for other sets in the series. Thank you so much!
