This method works best for me:

Put the eggs in at least two quarts of water. You want enough water to maintain its heat for a while. Bring the eggs and water just to a boil, then turn off the heat and cover the pot. Let it sit for 25 minutes. Drain the hot water and replace with cold water and a tray or two of ice cubes. Let it sit for another 10 minutes. The eggs should peel much easier (most, if not all). This method has the added benefit of keeping the yolks from discoloring, if you want them to look pretty.
