Because they lock it in their fucking car overnight and I hear it howling pitiably for hours.
Call the cops, you say?
1. When I called the cops yesterday, the neighbors brought the dog in, but it's in the car again tonight.
2. If I call again, they'll figure out that it was me, and I'm not starting that fight.
Confront the neighbors, you say? Yeah, not initiating that confrontation either.
If they were reasonable people, I'd happily approach them about it. Then again, if they were reasonable people, they wouldn't lock their dog in their fucking car overnight.

(67,111 posts)The poor thing is not only locked in a car, but is locked in a car in the dark where I'd have trouble recording a vid.
Also, I'd have to gain access to their fenced-in yard, so that's an issue.
Granted, I didn't include these two details in the OP, but I hadn't thought of taking a vid either.

(67,111 posts)The first night I wondered where the dog was, and I admit that I was annoyed to hear it going on and on for so long.
But then I realized where it's confined, and it really fired me up.

(179,869 posts)My middle child's co-worked found a two-year-old stray that is half Husky and half Aussie that was being kept in a garage. The puppy escaped and my child's friend rescued it and just got the owner to sign the rescue paper. My middle child has two bearded collies and a crazy cat and that cannot deal with another dog and so I was asked to foster or take this dog. I only have one bearded collie. We pick her up on Sunday. We foster for a week a show Aussie a long time ago.

(30,468 posts)that they knew it was you who called the cops?...If not, how would they know it was you this time?.
I would suggest that you call.your local humane society and TELL them of your situation, includung your fears of retribution of some kind and ask them what you or THEY can do -- I'm SURE they've heard of situations like yours before, so they probably do have a way of dealing with it.

(67,111 posts)As for how they'd know, well, it's hard to describe, but I'm pretty sure they'd be able to put it together based only likely candidates from the surrounding homes.

(67,111 posts)Years ago, after many days of nonstop hours-long amateur fireworks displays in my neighborhood, I finally broke down and called the cops. This was before the real "blow your hands off" toys were legal in my state, yet I was finding debris in my yard.
Although I asked the cops that my identity not be disclosed, the neighbors still mysteriously knew that I was the one who called.
So although I see the value of the "passing pedestrian" idea, I'm still hesitant to go all-in.

(29,693 posts)No place else to keep it? Why the hell did they get it?
And why isn't it keeping them awake? Definitely call cops/ASPCA/Animal Control. This is abuse. Especially in the summer.

(7,715 posts)How will your neighbors know it was you?
Unless you have some legitimate animal control that can do this instead of the police, I am not sure what choice there is. Absent that, call the closest animal control agency or shelter and ask them to help or give you immediate advice.
I trust that the dog won't die in the car overnight because of heat, lack of air etc? If so, you need to do something immediately in my view.
