Different backgrounds and adjacent colors cast them odd to the eye.

2: Choose for what? For my ambulance, red. For a sport coat, maroon (but it wouldn't be my first choice).

The dots are not each perfectly uniform, but a digital colorimeter says the average RGB color values for the upper left dot is R=192 G=29 B=36 and the lower right dot is R=127 G=29 B=30.
The upper left dot is significantly more saturated and red.
