Here's one:
The hand is pulling back the flag (the "cop flag" version of Old Glory, a symbol of the hard right), to reveal a starved dog (possibly a coyote or a jackal, really), gazing worshipfully at a Christian symbol. Thus, it is saying that behind the veil of the (ostensible) patriotism of the flag-wavers is a starved dog hypnotized by religious lies.
I really doubt it, mind, but it works as an interpretation.
