Right, someone thought it sounded quirky and they have a dog.

ETA There is a lot of chain link in that fence, so at least take care when you walk by.

But perhaps most English speakers will take pause like the Ocelot did.
Americans will understand the "ATTENTION" part and the "BIZARRE" part.
Probably "CHIEN."

Some parts of northern states have French Canadian descendants so hard to tell.
Minnesota is west of Quebec, so maybe not.

Most likely a souvenir from a trip to a French speaking country.
