Not a panacea by any means. But an improvement.

[in my area they are enacted for air quality reasons, the noise aspect is a bonus]

I use an electric blower. It’s significantly quieter than a gas blower and much easier to use and maintain. Fortunately, our neighbors are hundreds of yards away and all the trees dissipate the noise.

I also use an electric lawn mower and I love it!
