As contrasted with one of the worst, the Air Force General in "War Games", a bellowing, posturing, clownish buffoon.

By the time an American military officer reaches star rank, he or she has the military equivalent of a doctorate degree. They tend to be reasoned, thoughtful, complex, and rounded thinkers. G.D. Spradlin did an excellent job of portraying this in this scene.
