Seriously we're coded to produce eyebrows then (at birth) to keep rain out of our eyes.

So even children can see in the rain. (with a little help from the hands)

14. True story about eyebrows

In the early 80s, I had completed the AF NCO Academy and about a wee later our First Sergeant asked me what was probably the most unusual question in my career. There was a male airman in our squadron who shaved off his eyebrows and the First Sergeant couldn't figure out if the airman is in violation of the grooming standards. My answer was yes. AF Regulation 35-10 specifically prohibited unusual hair styles. The First Sergeant thanked me and proceeded to give the airman a Letter of Reprimand.

If eyebrows are considered facial hair then wouldn't eyelashes also be considered facial hair.

IMO, any hair above the nose isn't facial hair.
