Likely because people don’t want to put forth the time and effort required to nurse a horse back to health.

But there's also big expenses that many people can't afford. Just the vet visit to your barn generally runs $100, before they do anything. Then, you may have xrays, meds, and other treatment.

I do also believe that those who can afford it often choose not to because it is probably cheaper and more expedient to replace the horse.
