There are many American versions of this but all of them I've seen make it sound like the parents were neglectful. This British one is more like it was.

Their phones and devices are taking the place of wonderful interactions with friends, playing tether ball, jump rope, hopscotch, riding bikes together and simply being together outdoors in nature.

I remember being outside until almost dark when mothers would call their children in for dinner. Yes, there were problems then, but overall, it was a great time to be a kid.
