A client of mine who is a police chief just gave me a 2013 PBA card as a gift.

Is this a useful object?

1. I guess.

My uncle gave me one every year after, I started driving, and said to use it if I ever got pulled over. I think I used it once, for some minor infraction. You have to be willing to pull the card out to get any benefits of it (I.e. getting out of a ticket).
