Used to sit where Cesar Chavez plaza is now.

ON EDIT: And I didn't even have to cheat! The destruction of this building was a motivating factor for the creation of many of the historical preservation societies in California (I'm a member of two). The site was also the location of California's first Capitol building. It's relatively well known to Californian's with an interest in local history.

Probably quite functional, in a temperate climate. In the northeast, it would cost a king's ransom to heat, and you would need 2 roofers on permanent staff.
