The pitcher never threw the ball, but everyone reacted like he did and the 2nd baseman flubbed it,

I know it's a trick play, but what is it exactly?

He focusses on third base and the pitcher runs toward him to tag him out.

The runner realizes this and tries to get back, but the 2nd baseman is ready for him.

You hear the announcer refer to it as the Wichita pick-off.
