My understanding was that Vancouver was chock full of them.

That's a man wearing women's clothes, specifically performance-wear from a drag show or drag cabaret. Prostitutes don't dress like that. Also, he's knock-kneed and wearing awkwardly-ridiculous heels. There's nothing wrong with his leg that isn't explained by the heels and knocked knees.

Vancouver has a very large gay community and I used to work right down in a very gay friendly community but I didn't see all that many cross dressers. And of the ones I've seen few have dressed like this, except maybe on gay pride day. Yes I know gay and cross dressing aren't the same thing. It's the knock-kneed thing that's really throwing me I think. Yeah and those heels lol.
