"At the time (the officer) stopped the defendant, she was only clothed in her bra and panties," a report states.

People typically are clothed when driving.

Forester smelled of booze and said she'd had a shot.

Asked why she wasn't wearing clothes, Forester said "she was at work and drove home like that," the report states.

Forester's place of employment was not listed.
