It contains such pertinent-to-ordinary-people sections as Subtitle A, Chapter 1, Subchapter R: Election to Determine Corporate Tax on Certain International Shipping Activities Using Per-Ton Rate, Subchapter W: District of Columbia Enterprise Zone, and Subtitle E, Chapter 53: Machine Guns, Destructive Devices, and Certain Other Firearms. There's also Chapter 54: Greenmail, Subtitle J: Coal Industry Health Benefits, an entire subtitle for the Presidential Election Campaign Fund (and it's not a small subtitle either; it's bigger than the coal-industry thing, the subtitle structuring the Congressional joint taxation committee, and the trust fund subtitle combined)...there's also a huge part on how to run the IRS.

Even if you leave out the machine gun chapter, the greenmail chapter and all the administrative stuff, there's not one taxpayer in America who needs to use the whole tax code...including Mitt Romney and Alice Walton.
