Madame Tutli Putli was produced by Marcy Page, the animation instructor in my animation class at S.F. State in 1986. I looked her up and discovered that she has worked with the National Film Board in Canada since 1990. She was a producer for a film called "Ryan" which won the academy award in 2004 for animated short film. It is about Ryan Larkin who made this film, called "Walking" (5 minutes) in 1968-

1986? That was just about the time computer generated animation was introduced. Remember PIXAR's Luxo Jr.? We though it was cute when we saw it at a Spike and Mike's festival, but we had no idea where the industry was going to go with it. Not a clue. We were looking at history in the making and didn't even know it.

The former is good animation but Ryan is the kind of film that breaks your heart. Great use of animation to portray a sadly broken man.
