Those have always been there, and yes, it's to send the post to the trashcan.

Go to My Account and click your Trash Can tab. You'll see a list of your trashed threads and you can restore any of them with one click.

You just have to go to your Trash thread list, and there's a place that says click here to reinstate whatever it is. I don't remember the exact wording, but it's unmistakable.
