(11,833 posts)I was curious about who wrote it after reading your post, so I googled looking for an attribution.
It looks like it was an end card to an episode of the show, written by perhaps the producer or a writer of the show. I don't know much about the show or this interesting quote, so maybe someone else will have some more information for you.

(20,176 posts)This is his thing. When you create a TV show broadcast on network TV, one of the things you (as a producer or production company) are entitled to is 1.5s of broadcast at the end of the credits for what is known as a vanity card. Some others you might have seen:
Bad Robot Productions (J.J. Abrams)
Mutant Enemy Productions (Joss Whedon)
