Question about Captain America - Civil War (SPOILER)

What was the Captain's rationale for not signing the agreement? I didn't understand his argument fully. As a member of the military, he should understand serving under civilian leadership.

Or "killing" Wolverine* or "killing" Captain America, for that matter.

Also, either:
1. That's not Cap.
or
2. He's not really with Hydra

I mean, the guy picked up Thor's hammer, so that says something about his "worthiness," no?


*look for Wolvie's miraculous resurrection once Marvel regains film rights to the X-Men franchise.

One, as was shown in the previous Captain America movie, it was possible for the civilian leadership to be infiltrated. Couple this with Captain America being a man out of time from WWII where the potential evil power of government was at its worst.

Two, think about what happened when it was thought that Bucky/Winter Soldier had bombed to Sokovia accords and they were ordered to bring Bucky in but not concerned with doing so alive.

Three, think about about how the team treated Scarlet Witch. She made a mistake when she was saving Captain America and then the team immediately began treating her like a monster.
