Germany would replace the wheel, check & realign the wheel brackets - and probably the entire frame while they're at it, check the brake calipers - probably replace them, then readjust the brakes, the brake cables & brake calipers, check the gears, gear shift cables & gear shift levers, and when they're done it'll be good as new.

China would just pop out the fender. And from now on there will always be a strange noise in the front right quarter when the fender and bumper rub together.
