How do I start a petition and get it promoted?

Well the problem I want to address is the issue of dead animals being thrown on the ice at NHL games. It's a stupid practice that started with the Detroit Red Wings and escalated from there. This year during the playoffs we've seen a dead duck thrown on the ice (which really pissed off this Ducks fan) and yesterday there was a catfish that was thrown on the ice that exploded. I'm sure it terrified kids, and it sends the wrong message. It would be sent to the NHL and the cause would be to get security to look for this sort of thing being brought into the arena. Not only is it a bad idea to do this, it's animal cruelty, and it's rude because it stops the game. And it's also unsanitary. So how do I get this going?

2. It's generally illegal to throw things onto the ice

The NHL is officially against it.

But it can be hard to stop a guy who is willing to smuggle in a dead catfish in his underwear. The catfish guy was ejected from the game and is facing fines.
