Has anyone used the app that turns a phone into a walkie-talkie?

Down here in South Florida my friends and family have been installing this app today, just in case the cell service goes down. Hope it works!

1. It looks like you still need a cell phone network or wi-fi connection.

Just experiencing Harvey, I will tell you that cell phone service in my area went down on a Thursday night and stayed down through Saturday afternoon. The three cell phone towers in my area were turned off while they conducted search and rescue. I thought that having the wi-fi connection would solve the problem, but the CSR said that if the phone network goes then the wi-fi goes with it.
